River Valley is a residential district on the fringe of Singapore's central business area, stretching along the Singapore River between Robertson Quay and Orchard Road. The neighbourhood is a mix of older apartments, condos and a handful of conservation shophouses along River Valley Road and Mohamed Sultan Road. It is one of the most popular residential area for expats and working professionals due to its proximity to the CBD, Clarke Quay and Orchard.

River Valley is predominantly residential and hospitality-focused with limited shopfront commercial space. Licensed moneylender offices are more commonly found in nearby areas such as Chinatown, Bugis and Orchard which are all within a short bus ride or one to two MRT stops. The opening of Great World MRT (TE15) has made accessing lenders along the Thomson-East Coast corridor more convenient.
NRIC for Singaporeans and PRs or a valid passport and work pass for foreigners. Proof of income is required such as recent payslips, CPF statements, employment contracts or bank records showing salary credits. Address verification such as a utility bill, tenancy agreement or bank statement showing the River Valley address is also needed.
With complete documentation, approval typically takes 30 minutes to one hour. Disbursement is usually same day, either in cash or via bank transfer. The moneylender is legally required to explain every clause of the loan contract before the borrower signs which adds time but is a mandatory consumer protection step.
Foreigners holding a valid Employment Pass, S Pass or work permit are eligible. Required documents include a passport, work pass and income proof. Borrowers earning under $20,000 annually are subject to a cap of $1,500 across all licensed moneylenders. Those earning $20,000 or above may borrow up to six times their monthly salary.
